Lightly armoured militia sounds good to me and converted herders would fit the bill nicely. If done with only the weapon arm seperate then we could get a good range of options in there too. Hence a model for a farmer with a shovel could be militia with a spear with only the different arm option. Plenty scope for civvies too.
A village leader I see as being not too different from the regulars but with some kind of symbol of position, kind of like a mayors. Maybe a fancy shawl with gems adorning it ? The more "feral" the setting the more primitive it would be. Big headwear etc and animal teeth.

How would you envisage a village leader? I've got a bunch of different ideas of how they might look, but any other suggestions would be good!

I see a fubarnii wearing leathers with a lot of detail or embroiderd with runes or fubarnii markings.  He could be holding a large staff with a talisman hanging from it's tip or around his neck (The staff would have to look important, or that it shows status/leadership).   Unusual headdress made from local beasts might really make his stand out.

If you really want him to look like a fierce fubarnii leader, he could be wearing a helmet made from a Devanu's skull with an unusual weapon hanging from his side (perhaps a weapon of tradition that is passed down from each village leader - perhaps a weapon made from Devanu claws)

I found this pics strolling the google images, this is something I would imagine:

Not sure about the head-dress idea so much, but I like the idea of a "staff of office" - some ornately carved staff, slightly longer than a traders staff (on purpose!). Probably an over-robe as well, sort of like an open-fronted robe with no sleeves (or maybe sleeves?), or is it starting to sound a bit too yoda-ish!!  Shocked

The village leaders will be a hugely varied across the continent, and in turn they would defer to the clan leaders. I like the ideas suggested so far. Within the central empire I imagine the leaders to err towards the aged senator archetype (well fed, fine clothes, ornate jewelry). Down towards Casan I would certainly expect Devanu-skull adornments and the likes. The computer game guy could work perfectly, although he would be an awful lot shorter  Cheesy
If you want to sketch out those ideas then they might be more likely to inspire me to sculpt them at some point (no promises though).

I think some kind of robes or head dress of office might be good.

Courtier (possibly with pree-pree).  Expensive clothes and adornments, functionally useless but a good scenario mcguffin.  Maybe he/she has been kidnapped for ransome.

Like it, if it is a he, we'd probably need one or two Sempa toadies, err flunkies as well! As a matter of interest, is there much difference between Kopa and Sempa clothing (apart from perhaps being more ostentatious due to a higher rank)?

A lot.  Because Kopa and Sempa aren't physiologically very different, it becomes important to emphasise the differences with strong cultural variation, such as different clothing.  Cross-dressing is highly taboo.
I just haven't worked out what the differences are yet.

am I the only one thinking that twilight is going to attract entirely the wrong type of cosplayer?

Now I wouldn't mind seeing a Fubarnii scout or runner/messenger.

now that is a good idea. on enukback, scroll of parchment in hand, sort of a paul revere kind of character? for delgon or fubarnii, but i've got this picture in my head of a lone rider rousing the townspeople of the coming delgon/devanu masses.

Of the midnight ride of Paulapiratoopareer..."
