Slavery? An interesting concept for the fubarnii!
The fubarnii of the empire will not stand for slavery - having suffered the devanu for generations there is strong racial memory that would be unforgiving of slavery.
The delgon may be more flexible. They would make use of whatever resources they have and they may include enslaved Engu, who would do the job well.
The empire have similar boats on their waterways, but harnessing beasts to provide the power.
